The research on this man is mostly from Ancestry. There are many WW2 Navy men with the name, but only one seems to fit this medal group.

Charles Edward Green was born May 20, 1918, and died August 28 in New York State. He enlisted in the Navy on September 9, 1940 in St. Louis, Missouri. He was transferred to the USS Maryland, BB-46, on September 9, 1941. He would have been on board that ship during the bombing of Pearl Harbor on December 7, 1941. His next muster roll entry is February, 1943 on the USS Sperry, AS-12. He carried the rank of SM1c. The Sperry was entitled to 4 Battle Stars. His next assignment was on the USS Perkins, DD-877 as part of the commissioning crew on April, 5, 1945. This ship was entitled to 4 Battle Stars and the Asia Occupation medal. He was assigned to the USS Southerland, DD-743, in March of 1946, He then transferred to the USS Columbus, CA-74 later in 1946, then transferred to the USS Duluth, CL-87 in  January 1947. His rank is listed as CQMA. He was on the Duluth until his separation about February, 1949.
